Our goal in providing the M&E Framework Project Rubric (see Annex G.) is to give you a tool for a transparent assessment process, and to give participants an easy way to self-evaluate and a clear path to improving their work. Once all participants have sent you their final projects you should:
1. Read each framework thoroughly, using the rubric to guide your assessment.
2. Score each framework for each of the four criteria.
3. Create an overall score by compiling weighted scores.
4. Complete the M&E Framework scoresheet (see Annex I.)
5. Send an individualised response to each participant (see Annex M.)
If you have more than one lead facilitator, you can each score the frameworks and then create an average score from each evaluation. It is important to give participants prompt and complete feedback, so we suggest that you respond to them by no more than two weeks after the submission deadline with a message including the rubric scores and comments or suggestions you have for improvement. We know that this can be time consuming, but it is an important part of the workshop and as the participants are planning to implement these frameworks it will be enormously helpful for them.
Although participants have just one goal during Block 3 – to complete their M&E Frameworks – we encourage you to keep engaging with them, as questions and concerns will certainly come up during this period. Here is a suggested framework for organising communications during Block 3. You will find sample templates for the communications in Annex M.
